EUREKA Impact Assessment Call for Tender - Q&A from Tenderer

EUREKA has released further information related to its recently published Call for Tender referring to the Impact Assessment of EUREKA Network Projects and Clusters Projects.

EUREKA envisages a budget of between €250,000 and €300,000 to cover all items necessary for the successful execution of the contract, including all data access fees.

The EUREKA call for tender can be accessed online on the Belgian e-notification website . The closing date for the submission of tenders is February 10th, 2016 at 12:00.

This study will investigate the benefits accrued by participants in EUREKA Network Projects and Clusters Projects in the period 2001-2015, focusing on outcomes and impacts in terms of international collaboration and networks, as well as innovative outputs measured by IPR and other key indicators of firm performance.

1. What is the expected budget for this study?

EUREKA envisages a budget of between €250,000 and €300,000 to cover all items necessary for the successful execution of the contract, including all data access fees.

2.  Please provide a template for page 13, Point 3.2.2 a) i.e. tenderers have to provide “A letter of application signed by the tenderer stating that all the elements of the offer are contractually binding”.

“(Name of organisation) hereby submits an offer in response to the call for tender entitled “Impact Assessment of EUREKA Network Projects and Clusters projects” and declares that all the elements of the offer are contractually binding”

3.  As a non-profit association without any Belgian ID or KBU number, we are unable to register with the public procurement platform. Is there a possibility to submit the tender as a paper version or electronically outside the platform?

4 Should the price include VAT?
