FUNDING SCHEME

Introduction

In Latvia, small and medium size commercial enterprises and research institutions can apply for public funding administered by the Ministry of Education and Science. The procedure for public funding of EUREKA projects is determined by "Regulations Considering Allocation of the State Support for Execution of Projects in the Field of Technology Development and Innovation in the Limits of the EUREKA Program", Nr. 678, issued by the Cabinet 9 October 2007.

General procedures

In order to ensure continuous execution of the project the following resources have to be available to the applicant:
- Stable and sufficient financial means;
- Qualified scientific personnel;
- Material and technical base.

A description of procedures
- Applicants have to submit to the Ministry of Education and Science an application, a business plan and several annexes described in the Regulations of the Cabinet, Nr.678, October 09, 2007;
- Each proposal is evaluated by at least four independent experts;
- The main criterion for getting the subsidy is a positive evaluation from the experts (both scientific and economic);
- A project is supported if it has received at least 300 points in the evaluation.

It is important that the project:
- provides a market oriented technology ("a know-how"), a product or a service with a high market potential for both Latvia and Europe;
- ensures remarkable technological progress in production, processes or a service sector in both Latvia and Europe;
- has co-financing from non-budget sources (e.g. private).
Financial support of up to 60-80% of a participant's eligible costs is granted. The remaining amount has to be invested by the applying institution itself or from some other non-governmental source as co-financing.

Restrictions

The applicant has to be:
- a commercial enterprise registered in the Latvian Register of Enterprises, or
- a research institution registered in the Latvian Register of Research Institutions.
The applicant has to be directly responsible for preparation and management of the project. It cannot act as an intermediary in the execution of the project.
An institution cannot apply for financial support if:
- it is acknowledged by the court as insolvent, is in the process of recovery or liquidation or its commercial activities have ended;
- it has not paid taxes or other obligatory payments set by the state or self government in the full amount and in the time set by the normative acts.
