The present project is defined within the scope of the 'EUREKA TOURISM' Plan of Action to address the objectives of the following areas: - Area 2: Technologies - Support to Public/Private Tourism Companies and Organisations. This area includes all projects relating to productivity improvement in organisations, such as new forms of manufacturing, marketing, commercialisation and improvements of user services in general. More specifically, the present project focuses on improving the capacity of the companies' information systems from the point of view of interoperability and collaboration to provide substantial improvements in productivity, effectiveness and efficiency of processes between companies. - Area 4: Technologies - Trust and Security This area includes all projects related to identity management and authenticity that allow for increasing privacy and management of rights and assets. The following countries have been added to this initiative: - SPAIN, as a country occupying a position of clear international leadership. - RUSSIAN FEDERATION, as a growing country that desires economic recognition by the EUROPEAN UNION and the UNITED STATES. In this sense, the RUSSIAN FEDERATION must continue to improve its relations abroad, which has led it to participate in this project relating to one of the sectors with greatest potential, although its progress is somewhat hindered by political, technological and legal factors. Another point that must be emphasised is the high number of foreign hotel chains that are setting up business in the country, which forces them to improve the quality of their hotels and services. The present project is focused on developing a Technological Services Platform that offers information exchange systems based on electronic signature that allows for guaranteeing authenticity, confidentiality, integrity and non-repudiation in all communications. The Technological Services Platform will offer high-level inter-related services to the various agents of the tourism sector. It will allow the interchange of electronic transactions, supported on a security services platform to provide maximum technical and legal guarantees in all transactions. To undertake the development of this Technologic Services Platform, it will be necessary to consider two important aspects related to each other: - Technologies. It must be able to interact with different technologies. - Legislation. It must comply with European Electronic Signature and Russian Laws: * European Directive 2000/31/CE of June 8th on Electronic Commerce; * European Directive 1999/93/CE of December 13th on Electronic Signature; * Russian Federal Law N1-FZ of 10 January 2002 on Electronic Signature. Basically, the architecture of the Technological Services Platform will consider three technological layers: 1. Integration Platform: automates, standardises and simplifies the main business processes between the different agents involved, facilitating information interchange. 2. Security Platform: provides security in the information interchange process. 3. Interoperability Mechanism: supports interoperability between different Public Key Infrastructures of EU countries and Russia, by developing a technical solution based on Russian and foreign standards. The use of the Technological Services Platform will benefit tourism agents on one hand by providing important improvements in productivity, effectiveness and efficiency in various processes, and on the other hand by allowing for increased commercial relations with Russian agents by offering Automated Secure Transactions. According to our point of view, the initiative presents three important points of innovation: 1. The Integration Platform will allow for starting up one of the first service providers in the tourism sector implementing OTA (OPEN TRAVEL ALLIANCE) standards (www.opentravel.org). These standards define the data structure of documents exchanged between companies: * Packages * Vouchers * Invoices * Payments, etc. The OTA (OPEN TRAVEL ALLIANCE) is a non-profit organisation formed by more than 120 partners, including the main airlines, hotel chains, car rental companies, leisure suppliers, travel agencies, distribution systems (GDS – Global Distribution System), technology suppliers and various institutions. The main aim of the OTA is to design and implement open e-business specifications for the entire tourism industry. The aim of this organisation is to ensure that all players in the travel industry obtain advantages from the universal access to Internet and related technologies. The final result of the alliance is a dictionary of common terms used throughout the industry, compiled and used in XML (extensible Markup Language) specifications. Thanks to this implementation, the different players of the sector will be able to integrate document interchange with their present systems easily. Relations will take place between: * Hotels * Tour Operators * Travel Agencies * Other product suppliers. 2. Security Platform. The Integration Platform will use a security services platform to guarantee the maximum level of security in the transactions. This platform will be in charge of the Identity Management and Electronic Signature services. In addition, the system will be one of the first to implement simultaneously the new standards of OASIS (www.oasis-open.org) regarding security: * OASIS Digital Signature Services (DSS) * OASIS Security Services (SAML). During project development, we will contact the various European certification service providers (as defined in Directive 1999/93/EC on a Community framework for electronic signatures) to ensure interoperability of electronic signatures. The Interoperability Platform can be accessed in two ways: * Manually, via a Web browser * Automatically, via Web Services defined by W3C (World Wide Web Consortium) and OASIS. The platform development will consider the possibility of interconnection with other similar platforms that may be developed in the future. 3. Interoperability Mechanism - Convergence. In accordance with the requirements of Russian and international laws, the Interoperability Mechanism serves as the technical platform for legally valid electronic transactions made by the Services Platform in protected systems of electronic turnovers. Its main purpose is to enhance the existing electronic document turnover infrastructures and establish interactions between corporate systems in Russian and foreign companies, by developing and applying revolutionary technical solutions based on Russian and foreign standards. The Interoperability Mechanism supports interoperability for different Public Key Infrastructures of the RUSSIAN FEDERATION and EU countries. This platform will be able to operate with different Russian certification service providers and EU certification service providers, comparing: * Directive 1999/93/EC on a Community framework for electronic signatures; * Russian Federal law N1-FZ of 10 January 2002 on Electronic Signature, in order to guarantee and equip the electronic signature generated in the RUSSIAN FEDERATION, giving it the legal effectiveness that makes it fully valid beyond its borders and, particularly, in relations with the Member States of the EUROPEAN UNION. 4. Integration Platform This Platform allows processes with a high level of inter-relation between the different players of the sector to be supported by a future technological platform that enables the electronic interchange of the high volume of transactions performed. The main modules of the Integration Platform are the following: - Product Management and Prices, including the following functionalities: * Contracting process * Management of tariffs/supplies/promotions * Publication of content * Document management. - Booking Management, with the following functionalities: * Payment pass * Availability management * Reserve confirmations * Electronic voucher * Commission management. - Invoicing and Payment, allowing for a choice between two different models: * Centralised model - Clearing Bank, characterised by: + Management of periodic consolidated invoicing + Auto invoicing and consolidated payments + Financial services: customer risk management. * Traditional model + Electronic invoicing + Conformation of the invoice + Financial services: confirming and factoring, etc. + Information Portal / Incident Management. The most representative processes with respect to the present situation are shown for each module. PRODUCT MANAGEMENT AND PRICES MODULE - Aspects contributed by the services platform: * Electronic interchange of the documentation generated between receptive tour operators / travel agencies and the service providers in the hiring process and promotional suppliers using digital certified signature. * Automatic integration of the contract data in the service inventory systems. * Participating agents must have a digital certificate to access the platform. - Benefits contributed by the services platform: * Creation of a standard at the sector level for product agreements, as well as a formal procedure for their approval. * Centralised Repository with the elimination of physical paper and multiple formats. * Online availability of contracts, reduction of time required to search, access and revise data. * Elimination of the infrastructure costs related to physical files and workloads associated with file management. * Elimination of workloads related to manual entering of contract data in the inventory system (reducing errors, etc.). BOOKING AND COMMISSION MANAGEMENT PROCESS: - Aspects contributed by the Integration Platform: * Booking and confirmation take place in the different channels provided at the present time by the tour operator. * After the booking is confirmed, the Integration Platform is assigned an electronic voucher number that will be signed digitally with the various agents involved. * The Integration Platform should be provided with suitable mechanisms for subsequent booking management (changes, cancellations, etc.). * The Platform could offer additional services: booking confirmation, sending voucher numbers by sms, etc. * The Travel Agency must have a digital certificate to access the platform. * Financial services for the Travel Agency when the final customer pays by card. * Better conditions of applied commissions. - Benefits contributed by the Integration Platform: * Creates a standard at the sector level for product agreements, as well as a formal procedure for their approval. * Guarantees integrity and reduces the possibilities of errors in information interchanges. * Issues of an electronic voucher number serve as a basis for the invoicing process. * Reduction of present costs (booking management, file management, reduced use of paper, etc.). INVOICING AND PAYMENT Centralised Model – Clearing Bank or Traditional Process - Aspects contributed by the Integration Platform: Centralised Model – Clearing Bank * The Integration Platform provides the tour operator with an invoice (in electronic format) including the invoice analysis (list of all the transactions made in the Platform) for 'X' days before the date of payment. There is a single invoice for all bookings made with the various service providers. * The tour operator must make the payment in the Clearing Bank in the established dates of payment: + According to the characteristics of the tour operator, it may be authorised to make payments more often than established as a general norm, in order to reduce the guarantee level required by the Platform; + The main method of payment in the Platform will be a direct charge to the operator's account. * Reception and control of the tour operator payments by the Clearing Bank. * On-time payment to Suppliers (hotel chains, etc.). * Management of incidents through the Platform and existence of a portal for the resolution of discrepancies between tour operator and suppliers and publication of other information services (payment of pending invoices, evolution of incidents, etc.). - Benefits contributed by the Integration platform: Centralised Model - Clearing Bank * Simplification of the invoicing process by: + Managing invoicing by the Platform for the tour operator (single invoice); + Single payment on the part of the tour operator; + Precise Payment to service providers (hotel chains, etc.). - Aspects contributed by the Integration Platform: Traditional Model * Invoicing (by service providers - hotel chains) and payment are performed according to current procedures between the different agents. * Electronic interchange of invoices with digital signature through the Platform, which guarantees the authenticity, integrity and confidentiality of the data in a single Integration Platform and document transmission between the participating agents: + Elimination of paper and filing costs; + Elimination of workloads and errors associated with the process. * Invoice conformation for payment approval will take place in the Platform. * At the time of payment, a list of items/invoices paid will be generated in the Platform. * In addition, other financial services can be provided (factoring, confirming, etc.). * Management of Incidents from the Integration Platform and Existence of a Web of suppliers for resolving discrepancies between the tour operator and the supplier, and publication of other information services. - Benefits contributed by the Integration Platform: Traditional Model * Electronic invoicing between the agents, reducing costs in the invoicing process by eliminating paper, cost of invoice generation and errors associated with the process. * Secure method and guarantor of information exchange. * Integration with the systems. SECURITY PLATFORM The Integration Platform must rest on a Security Services Platform that provides the maximum technical and legal guarantees in all transactions made. For the definitive implantation of B2B (Business-to-Business) models, it is necessary to guarantee security in information transmissions. Systems based on certification (Identity Management) and electronic signature (Signature Services) allow for guaranteeing the security objectives. a) Identity Management (IM): This is a secure application that allows for implementing access control systems based on unique authentication, including authorisation services, determining whether an application or user can access a certain resource and in which conditions. To offer the full services of the IM application, a layer of Web Services will be provided, implementing the authentication protocols, and employing authentication, digital signature and storage services to perform tasks of authentication, as well as the digital signature of answers and statements. The 'Gateway' component is the front-end of the IM infrastructure and only accepts well-known WSDL/SOAP (Web Services Description Language/Single Object Access Protocol) messages, which it routes to the PS (Photo-System) infrastructure components, thereby using the services invoked by applications, external agents or other Web Services. The 'App' component indicates the application that wishes to use services of the PS infrastructure. Finally, the IM application consists of: - A configuration service; - One or more authentication agents related to the service component 'Identity Authority'; - A front-end for transferring or mapping the unique authentication (SAML) and federation protocols supported. b) Signature Services: It will offer three types of services: - Advanced Electronic Signature and Encryption from server; - Generation of 'complete' signatures on basic signatures (XAdES); - Validation of trust items (certificates or signatures) issued by various Certification Service Providers, which the AVS will classify and manage pertinently. This application will allow for performing complex signature operations (couples, multiple or automatic signatures), and managing signature policies and additional information to create signatures with non-repudiation properties. The 'Validation Authority will provide a front-end and systems for data conversion, transformation and management for correct handling and response to validation requests. This service will also be accessed via SOAP, in this case using an interface and protocol specified by the Digital Signature Service (DSS) of OASIS. INTEROPERABILITY PLATFORM In the tourism field, owing to the quick development of information technologies for the electronic digital signature, government bodies, business entities and individuals have been exchanging more and more important documents in the course of their interaction. In turn, such interaction demonstrates the necessity to integrate national public key infrastructures in the global information environment and to create a single state-of-the-art information and technological public key infrastructure, which would provide a basis for exchanging legal documents between businesses, ministries and states. The dynamics of socio-political and economic processes between Russian business and its international partners over the past years have been calling for an urgent solution to the problem of interaction between information systems of various countries. This in consequence means that the Platform for the Tourism Sector (PTS) must be made legal at the international level, and experience has shown that this problem is still waiting to be solved both in the RUSSIAN FEDERATION and abroad. The use of integrated models of work, similar to that set out in the present project, demands special attention on two fronts: the technical (assuring that all the technologies used by the different agents involved in the operative model can be understood by each other and interchange information) and the legal (assuring that norms and regulations are complied with by such agents, or national norms or European or international regulations). Therefore, to extend the capacities of the operative model that appears in this project to the scope of the technical and regulatory characteristics of the RUSSIAN FEDERATION, there are demands to have a compatibility mechanism that we have termed Interoperability Platform here and whose functionality lies in two elements: 1. - To assure that the technology used by the different agents in the RUSSIAN FEDERATION (Public Administrations, Tours Operators, Hotel's Chains, Financial Organisations, Connected Services, etc.,) can integrate inside with the proposed general model, without the need to substantially alter the operation of the traditional one of these agents, and 2. - To assure that throughout the service life of the transactions treated by the project proposed, from its origin to its final destiny, whoever they are and independently of location, that they stay in conformity with legislation in force in the territorial zone concerned; notably the rules contained in: * Directive 1999/93/EC on a Community framework for electronic signatures; * Russian Federal law N1-FZ of 10 January 2002 on Electronic Signatures; * The norms imposed by European and Russian legislation in matters of protection of personal data. Established in accordance with the requirements of Russian and international laws, this Interoperability Platform serves as the technical platform for legally valid application of the PTS in protected systems of electronic turnover. Its main purpose is to enhance the existing electronic document turnover infrastructures and establish interaction between public and corporate systems in RUSSIA as well as in foreign companies, by means of developing and applying revolutionary technical solutions based on Russian and foreign standards. Established in conformity with the normative legal requirements of both Russian and foreign legislation, the Technological Services Platform for the Tourism Sector is the technological basis for the legally significant use of the electronic digital signature in the Automated System for International Electronic Tourism Document Turnover (ASIETDT) and is intended to complement the various information systems and ensure their interaction through technical solutions based on Russian and international standards. The ASIETDT is a software package and is supported by a hardware/software complex that facilitates the management of the users' certificates and keys and the interaction and harmonisation of the existing electronic document turnover systems used by Russian enterprises and by their foreign partners. The ASIETDT carried out the following activities: - Organising an Automated System for International Electronic Document Turnover; - Operating a registration centre and a certification centre – the main components of the Certifying Centre; - Distributing means of encryption for cryptographic protection of information and providing a set of information security services to users of various information systems, including: * the identification of participants * message integrity * reliability assessment * electronic transaction tracking * preventing the renunciation of the activities performed. Along with the introduction of new technology, a priority task set in the Electronic Russia Federal Task Programme is the creation of educational programmes intended not only to raise the level of computer skills in RUSSIA but also to enhance the State's intellectual potential and thus its competitiveness in the contemporary economy, for knowledge management is becoming a core element of economic progress. A currently relevant educational problem is the integration of educational institutions into a common informational information space in the education management field both in the RUSSIAN FEDERATION and abroad, for the purposes of organising remote tuition, retraining courses and student exchanges under scientific and educational programmes. To address this problem, this project proposes the use of the Automated System for International Tourism Document Turnover to promote the sustainable exchange of legally significant documents, which will certainly foster the development of national education. In addition, this project is planning to set up units that will study innovative civilian technology and strive to commercialise high technology products, and also to create and sustain the conditions for efficient international scientific, technological and innovative cooperation in the field of high technology. Based on those units, the training of information technology and Spanish specialists will be organised jointly with the Russian and Spanish Academies and Universities. Due to the rapid socio-economic development in recent years, there is an objective need to introduce electronic international information interaction in the tourist industry. This is due to its quick growth along with the continued integration of Russian tourist businesses into the world tourist system. The Automated System for International Electronic Tourism Document Turnover (ASIETDT) introduced in this project will promote the Russian tourist operators to a new qualitative level of interaction with their foreign partners. At the same time, the tourist business cannot ignore objective problems such as red tape in granting tourist visas and the resulting protracted execution of travel documents. The main tasks of the ASIETDT at the stage of forming a common international information space in the field of tourist services is the reduction of the cost of the services provided, expedited tour preparation and the provision of reliable interaction channels between Russian operators and their foreign partners. In addition, the introduction of electronic document turnover in this sphere will solve the problems arising from the operators' high product promotion expenditures.

In RUSSIA as all over the world, there is a diffused practice of activity in relation to certifying centres, however, the spectrum of their interest is directed only to perfecting corporate systems of general use. As the main participant, it will be responsible for the overall programme management of the project and will be responsible for developing: - the Security Services Platform, providing the necessary basis to secure transactions between players in the tourism market, - the development of one of the three modules of the Integration Platform, namely the Invoicing and Payment Module. The differential aspects contributed are: - Expertise on digital signature services. - Main partner of CERES – FNMT, first Certification Authority of SPAIN. - Own electronic invoicing platform. - Knowledge of the Balearic Islands market, which is the first tourism focus of SPAIN and where the most important companies of the tourism sector are established. - Strong presence in the Balearic Islands, with good relationships within the travel sector through its main shareholder 'SA NOSTRA', which controls the financial activities of the sector. - Business Strategy built mainly around the tourism sector. - It has created an alliance with SOL MELIA to automate its systems. Some of the players interested in participating in the pilot to be developed by industries: INTERESTED TOURISM INDUSTRY PLAYERS: - Spanish international players: SOL MELIA and GLOBALIA. A field study has been conducted with them regarding the services platform, revealing an interest in participating in the pilot to be developed. The differential aspects contributed are: * Leaders of the Spanish Travel Services sector, covering the complete value chain (hotel chain, tour operators, travel agency, receptive agency); * Contribution of knowledge of the processes and areas of value creation in the initiative; * Sector initiative drivers. INTERESTED FINANCIAL PLAYERS: - 'SA NOSTRA' Caixa de Balears: Field work has been conducted with them regarding financial services. The differential aspects contributed are: * Integration Platform and electronic invoicing; * It has a strong presence in the Balearic Islands and the banking business in the travel services sector; * Knowledge of the business sector of the Balearic Islands; * Financial capacity; * Interest to extend the business range in the islands and the tourism sector specifically.
The organisation was created in 2002 by experts in law and new technologies. Its mission is to give legal value to electronic transactions using electronic signature and security systems, and to offer services based on electronic signatures. This is why DOC ON TIME wishes to undertake this project; to enhance its services portfolio and commercialise services offered by the Technological Services Platform. In 2004 'SA NOSTRA' became the main shareholder of DOC ON TIME. SA NOSTRA, as we will describe later, is the financial entity of reference in the tourism sector. Its main activity and business results are related to this sector. DOC ON TIME has collaborated closely with the Government, developing many projects related to New Technologies (TICs) that have had a positive impact on the administration and therefore on its relations with the public, positioning us among the leading companies in SPAIN and making us a reference in the security and technology sector.
