The importance of the agri-food sector for the European economy (consumers) is considerable. The European agri-food industry is the largest manufacturing sector in Europe. The European agri-food industry is a leading global exporter (52* billion euros in 2006) and stimulates the development of regional economies and exploitation of Europe’s rich cultural diversity and traditions in the member states. Important driving forces behind developments in the agri-food sector are the consumer’s preferences, globalisation and market requests, expanding European legislation regarding product quality, labelling and traceability, environment and rural development, regional planning and free trade, environmental issues like climate change, loss of biodiversity, environmental pollution and competition between food and energy applications, and emergence of new technologies. In order to address these issues, a plan is proposed to build a EUROAGRI FOODCHAIN Umbrella that will facilitate parties (companies and knowledge institutes) within the agro food sector to access knowledge, find partners, and build successful projects that lead to innovative production. The vision is: - A healthy and competitive European agri-food industry that is well equipped to offer consumers products that meet their needs (in terms of safety, quality, health, convenience) and thus enables society to add “life to years” and add “quality to life”. - A healthy European agri-food production chain that has access to the knowledge and technology to valorise agro products to the optimum (towards food, pharma, chemicals and fuel applications) thus combining good competitiveness and acceptable impact on the environment. - A well functioning EUROAGRI FOODCHAIN Umbrella that assists companies and knowledge institutes in finding the right partners, in building successful projects and in finding funding for these projects in case parties are not able to fully fund the projects themselves. - A EUREKA network that is recognised and highly appreciated in the agri-food sector because of its added value in the realisation of new innovative processes, products and services. The proposed EUREKA Umbrella EUROAGRI FOODCHAIN is a continuation of two former EUREKA Umbrellas: EUROAGRI and EUROAGRI +. The EUREKA Umbrella EUROAGRI has been active since 1992. It focused primarily on the agricultural sector. The project was very successful and became one of the leading EUREKA umbrellas in terms of projects generated (> 90 projects). The successor of EUROAGRI, EUROAGRI+ came into action in 2004. It covered food and feed production sectors that became increasingly interdependent with agriculture, while the technological scope of the Umbrella was extended more to food technology, biotechnology and the evolving ‘omics’, conservation technology and consumer relevant tracking and tracing methods. Again, this Umbrella was also very successful.
Aspects that can be covered in the Umbrella EUROAGRI FOODCHAIN are: - Development of technologically innovative agri-food, and -feed products; - Development of supporting technologies to study and anticipate consumer behaviour; - Development of supporting technologies (micro/nano formulations, mild preservation, sensorics, smart packaging, ICT (Information and Communications Technology) solutions, etc.); - Valorisation of waste and by-products. Umbrella Public Representative (NUP) CDTI´s contribution to the Umbrella EUROAGRI FOODCHAIN will be very active: participating in the Working Group meetings and collaborating with the rest of the countries in any joint activity developed by the Umbrella (matchmaking and brokerage events, partner search in order to promote the definition of EUREKA/EUROAGRI FOODCHAIN projects, implementation of the Umbrella action plan, etc.). At national level CDTI will collaborate with Spanish sectoral associations and industry of the agro-food sector in order to inform them about the activities carried out by the Umbrella and promote the generation of R&D projects.
CDTI is a public enterprise belonging to the Spanish Ministry of Science and Innovation. CDTI acts as HLR (High Level Representative) and NPC (National Project Coordinator) in EUREKA. CDTI supports Spanish companies to develop entrepreneurial R&D projects at national and international level. CDTI funds research projects of all technological fields including the agro-food sector. CDTI will finance in the future most EUREKA/EUROAGRI FOODCHAIN R&D projects. CDTI has strong links with all industrial federations and associations as main national funding agency. We work closely with the Spanish Federation for Food and Drinks (FIAB) (Spanish node for the ETP-Food for life) and other associations related to the sector.

Umbrella Public Representative (NUP) Finnish Funding Agency for Technology and Innovations - in November 2008, TEKES launched a new “Value Food for International Markets - SAPUSKA” program for Finnish food sector SMEs. With this program TEKES wants to support balanced development within the food industry throughout FINLAND and improve the competitiveness in raw material purchases by creating networks. In selected fields, strong international food brands are being created in close and open cooperation within the Finnish industry. The brands rely on new kinds of business models and high expertise in customer-oriented, tasty, innovative and sustainable food products. By increasing cooperation and dialogue between public financiers and the food industry, the nutritional effects on Finnish public health are easier to reach. This program will last until December 2012 and the estimated budget of the program is 33 million euros.

Umbrella Public Representative (NUP) Umbrella Sectoral Representative (NUS) Working within a network of administrative departments, technological centres, business associations and other S&T entities located in PORTUGAL, ADI also pursues a policy of promoting international co-operation. In this context the aims explained in the EUROAGRI proposal coincide with ADI objectives for its intervention in the Agri-food sector. Even the technological scenario envisaged includes all the priority R&D activities identified as strategic to the Portuguese sector.
ADI runs a considerable number of funding programmes of R&D activities. The agri-food sector represents 10% of the projects submitted, promoting close contact with its reality, R&D needs and strengths. Working within a network of administrative departments, technological centres, business associations and other S&T entities located in PORTUGAL, ADI also pursues a policy of promoting international co-operation. In this context the aims explained in the EUROAGRI proposal coincide with ADI objectives for its intervention in the agri-food sector. Even the technological scenario envisaged includes all the priority R&D activities identified as strategic to the Portuguese sector.

Umbrella Sectoral Representative (NUS) Josef Schmidt is engaged in regional, national and transnational promotion of agri-food chain research for industry partnerships. He has long standing experience in COST management committees, participation in FP research consortia, and management of industry research partnerships. In co-operation with the ATP Food for Life, the Austrian Chamber of Commerce and the Austrian Research Promotion Agency, he will be using his personal network to establish R&D consortia for EUROAGRI FOODCHAIN.
The Division of Health and Environment has a continuous record of research for institutions and industry including associations and SMEs related to the agri-food chain (molecular food analytics, food safety, origin and quality analytics). Josef Schmidt has a record of more than thirty years heading the Bioresources Department in the Division of Health and Environment as well as several years as key account manager with respect to the agri-food chain.

Umbrella Sectoral Representative (NUS) ACTIA has a very important role in FRANCE for Food and Drinks SMEs providing technical assistance and advice to 80% of them. ACTIA can orient these Food and Drinks SMEs towards EUREKA projects to solve some of their technological and development problems promoting their innovation capacity. ACTIA can disseminate information about this European initiative and accompany these SMEs in the preparation of EUREKA proposals.
ACTIA, the French Association of Technical Centres, has 26 members and supports French companies, especially SMEs, regarding technical needs and problems. Umbrella Sectoral Representative (NUS) Our role in the Umbrella will be as national delegate for SLOVENIA. We will be a connection point for project partner searches and will also disseminate possibilities of research and development cooperation of agro food sector players on EU level and also disseminate the results of the Umbrella.
EMONA RESEARCH AND DEVELOPMENT DEPARTMENT is a department of SLOVENIA’s largest producer of table eggs and animal feed mixtures. We are representative of the Slovenian agro food Technological Centre and are actively involved in the national Food for Life platform. Umbrella Sectoral Representative (NUS) Will actively promote the Umbrella, and will encourage participation of Romanian industry (especially SMEs) and research institutions in projects under the Umbrella. The potential partners can apply for funding from the innovation subsidy fund in ROMANIA. The INSTITUTE OF FOOD BIORESOURCES (IBA) will promote EUROAGRI FOODCHAIN activities and organise workshops, seminars and other events.
Cereals, bakery products, fruit and vegetables, meat products, food supplements, packaging, food quality and food safety, nutrition, product development, microbiology, traceability, process development, sensory and consumer sciences. Management of an R&D institute, national and EU funded R&D projects (including 6th and 7th FP), training, technology transfer and dissemination projects, developing best practice guides, marketing, and industrial strategy. IBA is the coordinator of the Romanian Technology Platform “Food for Life” where many food companies are involved and the contact person is also the representative of the national platform at the ETP. IBA works closely with food companies as partners in national projects and the Romanian Food Industry Federation (ROMALIMENTA) is one of the main collaborators of the Institute.
