Project Description
Goal: The EUREKA project EU 95 aims at the establishment of a proposal for a 50 Hz based HDTV system, to be ready before the CCIR plenary assembly of 1990. The major goal of this EUREKA HDTV project is the development of a system (production, transmission, recording, display) that allows the introduction of High Definition Television in the home. It should be introduced in a compatible, evolutionary way so as to provide the viewer with an enhanced viewing experience. In the production environment, compatibility means a possibility of worldwide exchange of TV productions and conversion to transmission standards. In the transmission environment, compatibility means the transparency of signals with respect to existing MAC transmission channels in operation at the time of introduction of the HDTV system. At the consumer end compatibility means that existing MAC equipment will operate virtually unimpaired. In order to carry out the necessary R & D activities, the Directorate will form project groups, consisting of representatives of A and B participants. Project phases: Phase 1: Creation of a proposal for European standards for a compatible HDTV system and development of hardware and software to demonstrate the feasibility of this system. Phase 2: Continuation of R & D efforts and full system evaluation based on these standards. Production of equipment to cover major public events (e.g. the Olympic Games and World Exhibition in 1992). Preparation for product/market introduction from 1995 onwards. Phase 3: Fine tuning of standards in the areas of programme production, transmission and reception. Integration in the specifications of results obtained during experimental transmission. Preparation for product/market introduction from 1995 onwards. Demonstration of feasibility of non broadband and narrow cast applications. Project organisation: The following organisational bodies have been formed: 1. Directorate: consisting of "A" participants only. It directs and manages the project and is assisted by a professional staff "the HDTV support group". 2. Eleven ( R & D) Project Groups consisting of specialists from the participants and a Project Leader are responsible for R & D work in specific areas. 3. Project Leaders' Meeting. Coordinates the interfaces between Project Groups and makes proposals to the Directorate for technical, economic and planning aspects. 4. Advisory Board. Consists of representatives at top management level of broadcasters, transmission authorities, EBU, CEC and Industry. Advises the Directorate on current and likely future environment. Presents scenarios, identifies opportunities, problems and estimates of timescales. Makes recommendations to the Directorate.
Technological Development Envisaged
1. Combined R & D effort to determine HDTV system parameters: - perception research - effects of standard conversions - bandwidth compression techniques - cost aspects. 2. Design and small series production of components - components for picture origination and display e.g. lenses, tubes, deflection circuits, image sensors, screens. - ICs: e.g. digital processors, memories, fast analogue circuits - recording components: e.g. heads, tapes, optical disks. 3. HDTV chain equipment, including studio - transmission - and receiving equipment with peripherals.
