Funding in Romania

The Executive Unit for Financing Higher Education and Academic Research (UEFISCDI) is a specialised organisation, directly under the authority of the Ministry of Education, Research and Innovation, applying its strategies and programmes in the field of Science and Technology. The UEFISCDI is part of the Romanian research financing system through the national plan for research, development and innovation and manages its 5th programme for innovation. It holds a key position in the Romanian coordination of R&D and innovation as it is linked to the main industrial and financial stakeholders in the country. The EUREKA programme is addressed to Romanian companies interested in developing projects aiming to increase the competitiveness of the Romanian economy, and especially the industry, by developing new products, technologies or services.

General procedures

Bottom-up approach: open to all technological fields. No calls, open procedure. There are two periods when the National Funding Body (UEFISCDI) receives the applications: one in February and another in September, each year (dates for applications submission are on the site http://www.uefiscdi.ro). The evaluation is done at national level by technical and economic experts and the procedure lasts up to 2 months. The main applicant must be a Company. Universities, Research Organizations, any other SME and/or Large Companies could be partners in the Romanian consortium. Funding of the consortium members is made through the contractor company. No advance payment is available. The funding limit of a project is 50% of its eligible costs, but not exceeding 300.000 lei/year for Eureka portofolio projects, 500.000 lei/year for Eureka cluster projects and 800.000 lei/year for Eurostars projects. Typical project duration: from 12 to 36 months. Umbrella and Cluster projects are also approved and funded through this scheme.

Restrictions

In addition to the Romanian partners, at least one organization from another EUREKA member state has to be included in the project consortium. Foreign partners have to submit their proposal to their respective national EUREKA office in order to be approved their participation and funding. The Romanian applicant contractor must be a Company/SME which is registered as a company able to perform R&D activities (according to the Governmental Decision No.551/2007, details on www.ancs.ro). Any other Romanian partner/s in the project consortium, e.g. Universities, Research Organizations, any other SME and/ or Large Company has to provide the mentioned certificate. Public funding support for the Romanian partners of the project is made through the contractor company. Funding of the consortium members is made through the contractor company. No advance payment available. The limit funding of a project is 50% from its eligible costs, but no more than 800.000 RON/year.
