State aid by type of organization is allocated according to Article 25 of the COMMISSION REGULATION (EU) No 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty.

In order to ensure continuous execution of the project the following resources have to be available to the applicant: 

• Stable and sufficient financial means;
• Qualified scientific personnel;
• Material and technical base. 

A description of procedures 

Applicants have to submit to the Ministry of Education and Science an application, a business plan and several annexes described in the   "Regulations Considering Allocation of the State Aid for Execution of EUREKA Program Projects", No 258, issued by the Cabinet in May 26, 2015.

• Each proposal is evaluated by at least four independent experts; 
• The main criterion for getting the subsidy is a positive evaluation from the experts (both scientific and economic); 
• A project is supported if it has received at least 300 points in the evaluation. 

It is important that the project: 

• provides a market oriented technology ("a know-how"), a product or a service with a high market potential for both Latvia and Europe;
• ensures remarkable technological progress in production, processes or a service sector in both Latvia and Europe;
• has co-financing from non-budget sources (e.g. private).

The aid intensities for industrial research and experimental development may be increased up to a maximum aid intensity of 80 % of the eligible costs as follows:

(**) by 10 percentage points for medium-sized enterprises and by 20 percentage points for small enterprises;

(***) by 15 percentage points if one of the following conditions is fulfilled:

        I/ the project involves effective collaboration:

• between undertakings among which at least one is an SME, or is carried out in at least two Member States, or in a Member State and in a Contracting Party of the EEA Agreement, and no single undertaking bears more than 70 % of the eligible costs, or
• between an undertaking and one or more research and knowledge-dissemination organizations, where the latter bear at least 10 % of the eligible costs and have the right to publish their own research results;

        II/ the results of the project are widely disseminated through conferences, publication, open access repositories, or free or open source software.
