In 2013, with the support from NRC IRAP, Esri Canada delivered a Proof of Concept project of 3D Assessment Analyst technology to British Columbia Assessment (BCA). The Proof of Concept allowed the Appraiser's Office to evaluate the benefits of using 3D modelling for mass appraisal in the Esri GIS Assessment Analyst application. The objective was to leverage the powerful data maintenance, analytics and valuation capabilities of the Assessment Analyst system into the 3D environment for complex strata properties such as condominium buildings. During the Proof of Concept project, Esri Canada developed a commercial prototype 3D application which complimented and expanded the work completed previously on the Assessment Analyst (2D) Desktop Review Prototype. The 3D Assessment Analyst is designed to provide 3D GIS display, analysis and valuations of stacked titled building properties. It allows strata/condo/multi-unit building plans to be converted to accurate 3D polygons where data is reviewed, validated and the properties valued "en-mass" all within the Esri GIS platform. During the development of the BCA prototype, 3D scenes were generated to view approximately 40 buildings and 2 neighborhood scenes of the downtown Vancouver Peninsula. The successful results of this work were presented by BCA at the International Association of Assessing Officers' GIS/CAMA Conference in Jacksonville FL in March 2014. Since 2014, CycloMedia and Esri Canada collaborated by embedding Cyclorama technology into Assessment Analyst. This collaboration initially led to Cyclomedia obtaining a contract to provide its street front imagery within the Assessment Analyst solution at Maricopa County, AZ. Both Companies believe more integration points potentially exist by using street-front LiDAR for enhanced 3D building measurement and spatial analysis capabilities. Consequently, we are seeking R&D funding support by submitting a EUREKA Network Project application for Federal funding. In the near future, Smart Cities will employ 3D Parcel Maps with spatial analysis capabilities and workflows engineered with powerful 3D data models. For example, in addition to the rich analysis and visualization capabilities available from a 3D Tax Parcel Map, more integration points potentially exist through employment of other city/government data such as smart poles (power and connectivity); lighting system sensors; street level LiDAR data (enhanced measurement and geo-processing); automated extraction of GIS and meta-data (pattern detection), as well as human behavior models. The objective of this project is for Esri Canada to develop and evaluate those prospective integration points in cooperation with our street front LiDAR data partner CycloMedia. We will test the full range of potential benefits for visualization, analysis and geo-processing of LiDAR imagery integrated with additional data types with the Assessment Analyst tools. There is, in turn, a significant opportunity for CycloMedia to work with Esri Canada in this project to ascertain the optimal data types and formats, and most efficient and cost effective collection methods. The Proof of Concept test data does not have to be for an entire city but rather a substantial neighbourhood. The data, R&D and neighbourhood 3D scene will be used for proof of concept and demonstration purposes. It is envisioned that both companies will provide all applicable product licenses as needed to each other so that each company can view the results, demonstrate them and exploit business opportunities together where possible.
