Umbrella in the multimedia area (umbrella: generates projects, but does not carry out r&d)

Improving the competitiveness of the european multimedia
industry on the worldwide market.

Goal of the MULTIMEDIA Umbrella: The MULTIMEDIA Umbrella will generate industrial EUREKA projects in the multimedia area in a coordinated manner. Definition: MULTIMEDIA describes a new generation of tools and applications which draw on a full range of interactive audiovisual resources from text and data to sound and images and store and process all these data in a distributed or single integrated interactive delivery system using, if necessary, modern transmission systems. Rationale: Even if data in market forecast reports are not in full accord, all converge towards large markets and useful applications. Thus EUREKA projects developed in this Umbrella could play a major role in the multimedia areas on the level of multimedia equipment, software, platforms and new applications and could generate new economic activities, stimulate the creation of new employment, support the improvement of European industrial competitiveness and make administration more effective. Breakdown into successive phases: The effectiveness of MULTIMEDIA depends on the willingness of Industry, public Research Centres and Universities to take the lead in the set up of the MULTIMEDIA structure required, in the definition of the areas (technologies, applications) to be developed, the actions to be undertaken and the number of good EUREKA projects to be launched. Definition Phase: The Definition phase will set up the light industrial MULTIMEDIA structure, targeted areas to be developed, and the first actions to be undertaken to create EUREKA projects. This Definition Phase should cover a short timespan (3 months). This initialisation will be undertaken through different activities to be performed by the participating Governmental entities. At the end of this phase: * a new description of the Umbrella should be presented by partners * the EUREKA governmental actors could considerably reduce their presence in the Umbrella, with the exception of at least one actor who will represent EUREKA on the Board of the Industrial structure. Project Generation Phase: Immediately after the Definition Phase, the Umbrella should begin to create EUREKA projects in the areas defined in the Definition Phase. An annual evaluation of the progress of the Umbrella should be carried out to assess its effectiveness. With the results of this evaluation, the representatives (National Project Coordinators) from the participating countries will take appropriate actions to strengthen the Umbrella.
