Creation of a platform to stimulate r&d/technology transfer
dealing with laser/optics technologies/their applications,
e.G. In processing industries, in order to initiate projects
emphasizing cooperation between industry/r & d instititions.

Background: The Central European countries are now in the accession phase to join the EUROPEAN UNION within the next few years. They will become most valuable members of an expanding, European market-oriented, scientific community. It will be of utmost importance to support the integration of the candidate countries in many fields of transnational relations, including science and technology, education and know-how transfer, demonstration and application, leading to new business opportunities. This process should start as early as possible. Phase I: The Starting Point (March 2001 - December 2001) By combining the competence and equipment of several R & D Institutes, some University partners and companies, an already powerful unit is formed as a solid base on which the forthcoming network can be built up. The first steps will involve the conducting of a series of workshops and information seminars to strengthen ties between the existing partners, to start joint RTD and business co-operation projects, but mainly to interest, motivate and attract potential partners from the whole of Europe. Phase II: Networking and Growth (January 2002 - June 2003) By activating the existing links, respectively by creating new links, the initial cluster has the potential to grow and become extended step-by-step over Europe. Any institution or company dealing with the technological aims of the network is welcome! Phase III: Maturity and Exploitation (July 2003 - December 2005) This research, technology transfer and business network will have better chances to draw as well national as EU RTD funding to perform larger and more advanced research topics on the one hand, and funds for the creation of new companies, start-ups, joint ventures, etc. on the other. This proposal proposes an integration attempt in the complementarity between basic research, applied research and applications by users of laser and optical technologies, making the integration process highly probable for success. New Potentials by Integration and Networking: Such a successful network will aim at clustering thousands of researchers, engineers and industrialists, involved in laser technologies and their applications. Furthermore, this network will allow the creation of a virtual competence centre in which information and know-how can be shared so that new engineers and researchers can be trained in laser technologies and their applications. Such a cluster of competence will then greatly contribute to strengthen the European economy, creating new ambitions and new jobs. This umbrella project aims to concentrate expertise and know-how in the following fields: * Market-oriented RTD in laser and optical technologies (source, beam shaping and transport), for new products, processes and services, such as, for instance: - Microintegrated optics, - Diffractive, refractive and adaptive optics for beam shaping, modulation and improving beam quality, extending to higher modulation frequencies and higher spatial resolution, - X-ray sources: higher brilliance, higher efficiency, higher average power, - X-ray technology: mirrors, coatings, interferometry with nm-resolution, design of off-axis, non-spherical mirrors, - Coupling of diode-lasers: new schemes for higher transfer efficiency, lower costs, - Diffractive optics for industrial production processes. * Applications in material processing, such as, for instance: - hybrid processes based on classical and optical processes, - new technology for laser supported activation and additive metallization of thermoplastics for 3D-Mids - photo-assisted microreactions and structuring of polymers - laser bending of large scale components, - microprocessing and structuring with sub-wavelength resolution. * Applications in monitoring and control, such as, for instance: - hybrid processes based on classical and optical processes, - virtual laser measurement laboratory, * Applications in information and communication technologies, such as, for instance: - hybrid processes based on classical and optical processes, - optical components closely associated with micro-technology. * Applications in biotechnologies and medicine techniques: - Education, training and safety. All of these points to be used, for instance, in the heavy industry, composite materials development, production and use, transportation industries, conservation of artworks and monuments, meteorology, etc. Keywords: laser, optics, applications.
