System of visual detection and recognition of transport parameters - a system for collecting, evaluating and processing data on road transport called high vision.

Despite its worse ecological parameters, road transport has experienced a steep increase in the transport of goods, people and materials during the last ten years. The increased use of road transport in everyday life places heavy demands on the transport serviceability of road networks. Government administration needs for information about traffic, speeds of transport streams, numbers of different types of vehicles, and last but not least, information about the movements of concrete vehicles in relation to criminal activities, are connected with the increasing load on road networks. The aim of the project is to develop a system of local and central monitoring of transport and vehicle movement. This system will be compatible with the accessible types of monitoring equipment. It will be possible to connect it to other equipment, e.g. to the GALILEO system (satellite-guided system). As there is no product in the Czech market that solves this problem comprehensively, it is necessary, for safety reasons, to work on all aspects of this issue. The implementation of the above-mentioned project will contribute to better solutions for safety in critical or emergency traffic situations caused by traffic or criminal offences. Remote monitoring including the collection and evaluation of system data will enable continuous controlling of traffic situations and thus also the control of its smooth flow and predictability, and the planning of traffic development. Through traffic optimisation, the project will contribute to better environmental conditions by lessening the environmental burden. The project will be carried out in several stages: 1st stage - to determine the type of parameters necessary for transport monitoring (e.g. vehicle weight, vehicle height, vehicle registration plates, vehicle classification). 2nd stage - to solve the problem of how to acquire data (sensors, pick-ups, detectors). 3rd stage - to determine the methodology of suitable locations for all the main sensors or detectors. 4th stage - its target will be to solve the problems of data transmission from the measurement locations, inclusive of their backup. 5th stage - evaluation of the data acquired and types of action to take concerning the transport system. 6th stage - preparation and implementation of a functional sample provided with all the necessary sensors and detectors. 7th stage - this includes field-testing of the functional sample as a basis for preparation of a complete commercial and technical documentation recording all determined facts and situations. The result of the project will be a self-contained system for complete diagnostics, monitoring, remote supervision, processing and utilisation of transport data in road transport in relation to the transport infrastructure. The programme and technical solution of transport parameter recognition will form part of this. Implementation of the solution will include the following parts: * Software for complete visual detection and recognition of transport parameters. * Technical equipment for collection, evaluation and transmission of transport data. * The complete control system will be applied to monitoring, collecting, and evaluating road transport data.
