Electronic doctor's round

The project will develop the application integrating xml intelligent forms with voice engine able to communicate with doctors, patients and medical information systems so that a patient's medical records would be accessible instantaneously at a sick bed during the doctor's round.

Sustainable delivery of quality health care at affordable cost is a major challenge for European health care systems. The crucial role relates to promptness and reliability of services provided in hospitals. The importance of reliable quick data recording and standardised treatment increases in the case of emergency and acute situations. The goal of the ELDORO application is to improve the instance, reliability and safety of surgical care. The ELDORO project is aiming at improvement of information flow within hospitals and clinics using modern communication tools. It includes the registration of the patient at the hospital/clinic reception desk, completion/creation of the personal health record, and inputs of all the necessary medical analyses and treatments before, during and after the surgery. The process will implement the WHO's (World Health Organisation) surgical safety checklist. The resulting application will use the intelligent XML (eXtensible Markup Language) forms including the voice control and voice output able to read and deliver the information of the complex available personal health record to patients. Specific attention will be given to delivery of such information to patients with specific needs (for instance blind people). The process of the information flow in the background of the clinical treatment enabled by the application is as follows: Patient is being registered at the reception desk - the personal record is created and completed by all the available data brought by the patient and/or taken from the online personal health system of the patient. The patient gets a bracelet with a personal number (bracelet including the RFID (Radio Frequency Identification) chip or barcode). The personal data will be recorded and stored in the database accessible online so the patient and the authorised hospital staff can access the information via WiFi (Wireless Fidelity) any time and in any place in the hospital/clinic and check any data reading it on the display of the PDA (Personal Digital Assistant)/smart phone or hearing it with the help of the voice engine. It makes the recording of the new data coming from exploration of the patient during his/her stage in hospital very easy. All treatments, controls and data related to the patient during this stage in the hospital are recorded in the personal health record using the individual number of the patient. The bracelet is used to store and extract the right data from the right personal records using the personal code available on the bracelet. During the doctor's round - the data are accessible online and ready for download to the tablet PC, notebook, or PDA used during the doctor's round instead of a ream of paper. The information is double checked taking the individual personal number automatically from the bracelet of the patient. All the process will respect and follow recommendations of the WHO's surgical safety checklist. It will reduce the possibility of maltreatment. The value of such standardised efficient processing will be even higher in cases of emergency situations or mass-accidents. In such cases operating an old way with personal records in a paper form is very unreliable with a high risk of wrong personalisation and the following categorisation of an individual record. Utilisation of a modern electronic system integrating individual coding of records, marking of patient and quick gathering of all the information from different sources into one electronic record under control of the WHO's surgical safety checklist increases the reliability of the system.
