Ektimisis, a geo-spatial environmental and energy decision support system, is a system and assessment tool that will be developed and used to make rapid assessments, decisions and generate maps and reports relative to incidents, environment impacts, and deployment of alternative energy solutions.

EKTIMISIS is short for a Geo-spatial Environmental and Energy Decision Support System. It is a system and assessment tool that will be designed and used to provide a rapid way to make assessments, decisions and generate maps and reports relative to incidents and environmental impacts, and the development, commercialization, and deployment of renewable and alternative energy technologies and solutions. EKTIMISIS will be a GIS tool that will be used to create data profiles specific to environmental and energy reviews when assessing projects. It also provides an easy-to-use interface for locating a project site on a map using latitude and longitude coordinates and performing a query-based environmental and historical analysis of all facilities and resources which may be impacted by disaster preparedness, response, recovery, mitigation efforts. By entering a latitude and longitude, then making a few choices, a user can create a custom map which displays datasets of concern. Users can select either a circular boundary range from 1/2 to 5 km in radius or draw a custom boundary. Procedures used in the EKTIMISIS application/ utiity can include the following:locating study sites,retrieving information specific to a site, choosing map options, creating site maps, and generating reports. Multiple feature classes are created based upon the following minimum and common categories for layers: ARCHEOLOGICAL_CULTURAL_HISTORIC,BIOLOGY_ECOLOGY_GEOLOGY,ENERGY SOURCES and FACILITIES,ENVIRONMENT_CONSERVATION, ENVIRONMENTAL PROTECTION, HYDROGRAPHY, POLITICAL_ADMIN_BND,PUBLIC_HEALTH PUBLIC WORKS_STRUCTURES Datasets used in this application are updated on a regular basis from the appropriate agencies and departments in each Member State. However, the fulfillment or accomplishment of the objectives can be aided and expedited by EKTIMIIS by means of the following: 1) practical application of GIS geo-coding and spatial overlay analysis relative to environmental laws and development and dissemination of this geo-spatial intelligence in an environmental context; 2) sourcing, properly using and making decisions based on accurate geo-spatial data from the different departments and levels of government; 3) robust, self-sufficient, quicker and comprehensive evaluation of the environmental assessment related regulatory checklist; 4) generation of reports that describe the results of all environmental assessments; 5) collection, integration, validation, and analysis of information relative and critical to disaster operations-- preparedness, response, recovery, and mitigation. The system is one of the first concepts and applications to recognize the uniqueness of each disaster and project and to prepare plans and prescriptions i. e.,a total system to meet specific needs and answer/address specific questions that are consistent with the capabilities and limits of the local and national departments. Success lies in how or for what a person’s time (people’s time) is used and the millions of dollars of grant money allocated for projects which need to be monitored. Environmental analyses and assessments can be done, but one of its unique strengths for each project is to cut down on the scoping process, free people’s time to monitor projects in creating unique, practical solutions with adaptive management. Therefore, people’s time is at a premium and the environment is very important to the State, the region, and staff. With a strategy and system, the staff and their responsibilities can be selected because of the priorities of each state's system, the regional orientation and strategy can be decided, and human and natural resources can be optimized. With EKTIMISIS, every facet of incident management, environmental impacts and energy site analysis can be assessed. Asset management using GIS means all systems can be visualized, maintained and tracked efficiently. The system's database will manage and analyze information throughout the city’s life cycle and help integrate the full technology life cycle—from research to commercial deployment. The strategy, the solution, and the system present an alternative paradigm in environmental analysis and assessment, one which holds that a total system, if of proper size and maintained and managed very well, can be sustained and made usable and applicable into perpetuity. Its working premise is that only a motive to use resources and people optimally (or self-sustaining motive) for an integrated, modern, natural-resource-related enterprise can assure such superior management for people and their environment. The paradigm is one of resources being wisely and optimally used held productive and profitably located/deployed over the long run. The paradigm is that of a sophisticated, modern systems approach to profitable and wise resource assessments, decisions, and use.
